Naming Rules

Name your PR like this: ISSUENUMBER-TITLE-YOURNAME

Description

Created seed.js script which builds a database with given seed file (build-rhythms.sql).
Defined "prestart" script which will be invoked each time the project is deployed in production a environment (render).
Renamed "devtest" script to "dev" and renamed original "dev" script to "devOld"
Moved database related files into "./server/db/" and updated paths for scripts
Merged instructions into README.md
