Add authselect-compat to restore authconfig #60

authconfig is no longer available in RHEL8, so use authselect-compat instead as it provides a compatibility layer.

Fixes #56

@jrafanie or @bdunne Please review.

Since this isn't an application, I don't think it should impose specific rails/activesupport versions. The included application can do that. I'm fine with skipping the hakiri.
