Move to CentOS Stream #481

@bdunne Please review. I actually have no idea if this works, as I don't know how to do builds locally - will need your help at some point.

One thing I'm not sure about are these values:

They still say CentOS 7, but I don't know why.

There's also a comment that mentions CentOS 7.3 in the kickstart
