Known issues:

• manageiq-rpm_build Dockrefile: - nothing provides (python3.9dist(ansible-core) >= 2.12.2 with python3.9dist(ansible-core) < 2.13) needed by ansible-5.4.0-2.el9.noarch
• wmi RPM isn't building on EL9 and doesn't appear to be maintained anywhere, alternatives may be available or we may try to drop callers
• qpid-proton v0.30 doesn't build on EL9, may be able to upgrade to v0.37 (which does build).
• network-scripts, a manageiq-gemset require for the appliance console, is replaced in centos 9 (NetworkManager-initscripts-updown.noarch : Legacy ifup/ifdown scripts for NetworkManager that replace initscripts (network-scripts)). Need to see if it's compatible with our existing usage of network-scripts.
• tmpfiles_create macro is either removed/deprecated and suggested to use tmpfiles_create_package with the newer systemd in ubi9/stream9. This was used in the repmgr10 rpm from upstream. I just removed the line in the spec file in my PR and it builds 🤞
• some packages needed to build repmgr10 / 13 in centos9 are in the user contributed "crb" repository and no longer in the main / epel repos. postgresql-server-devel (conflicts with libpq/libpq-devel) is needed by postgresql-static (provides libpgport and libpgcommon). Hopefully, these are not issues.
