Show support for PowerVC metrics #1739

PowerVC capacity and utilization metrics have been tested.

@Fryguy We only started testing in petrosian+. No code changes were required - just some documentation on how to enable data from the PowerVC side - so it is probably functional in earlier branches. If there are any interested users on those earlier branches I'd be happy to test.
