Issue description : Provider operations like (VM Poweroff or VM creation ...) are not working anymore for one VMWare provider.

Step to reproduce : From MIQ portal, try to poweroff a VM. The operation is queued but nothing is sent to VMWare.

Environment

Only one zone is impacted.

After removing all queued tasks from the MIQ portal /settings/tasks the issue disappears.
