Updating to newer Fedora makes developers life a bit easier, since this release contains updated versions of tools that developer might want to use.

Just be careful that the version of Postrgesql is the proper one.

@chargio I took care of that by adding properly versioned PostgreSQL repo to the system (https://github.com/ManageIQ/manageiq-vagrant-dev/pull/6/files#diff-750b7755db50b8fa4464a467736e9f0dR10) and updated all the references to postresql service to versioned postgresql-9.5
