Depends on ManageIQ/manageiq-appliance-build#374

[ ] remove any MiqQueue specific operations like put_or_update from metrics scheduling (https://github.com/ManageIQ/manageiq/blob/master/app/models/manageiq/providers/base_manager/metrics_capture.rb#L190)
