Populate metrics payloads with ems_ref #20174

Currently the metric records have a number of parent_*_id records e.g. parent_host_id and parent_cluster_id. For payloads published to kafka it is helpful to include references which can be used outside of MIQ, to further this goal we should include the parent's ems_ref as well for example parent_host_ref => resource.host.ems_ref
