Chargeback costs reported in USD only even when rates are assigned non USD currencies #7723

Steps to reproduce: 1)Add a custom chargeback rate.Select a non-USD currency.Assign the Chargeback rate to some entity:Enterprise etc. 2)Generate a Chargeback report.

Actual Results: Chargeback costs are reported in USD.

Expected Results: Chargeback costs should be reported in the correct currency.
