move currencies of chargeback rates to formating tab when reporting

we are determing currencies automatically based on assigned rate: https://github.com/ManageIQ/manageiq/pull/8444 but there is no into account settings of formating:

Proposal

in formatting tab should be see currency from assigned rate - this will be based and currently assigned chargeback rate
remove code from https://github.com/ManageIQ/manageiq/blob/master/app/models/miq_report/formatting.rb#L100 and create own formatter as there are in formatting.rb file and use this formatter in formatting tab

Pros

user can see which currency is used when defining report
we can separate compute vs storage columns (I think that this doesn't work currently https://github.com/ManageIQ/manageiq/pull/8444/files#r62473122 )
