Move XML functionality like JaxbUtil from commons-mule to commons-xml #325

Problem: Several non mule projects would like to use the JaxbUtil class but 
needs to set a dependency to the mule-commons component to get access to it.

Suggested solution: Move any non-mule-depending XML functionality to the 
commons-xml component.

Since commons-mule have a dependency already to commons-xml this move will not 
break any backward compatibilities.
