incorrect axis tick count in timeline chart #110

There are some situations where the vertical axis of the tweets per second chart does not behave as expected: several ticks appear, with the same value

This is caused by the rounding of the axis labels. However, the function tickCountSetter is supposed t make sure that the number of ticks equals to the number of integer values of the counts...
