Enhancements to the map, on top of #81:

[x] display each province's border
[x] display the tweets points with some transparency, so that their partial overlaps get visible
[x] add a fade-in effect to the apparition of tweet points.

removal of the tweets will be managed in a separate issue (together with other data persistence features)
