[RAD-3902] Feedback about progress #445

DESCRIPTION

https://radixiot.atlassian.net/browse/RAD-3902 During the "RELOAD LINKS" (fast and slow) processes there is no feedback to the user about the progess.

Current behavior

there is no way to know how far the process was and there is no feedback provider to the user

Expected behavior

Provide toast feedback to the user about the progress of the “RELOAD LINKS“ process.
