[BUG] Initiative not using RSR #168

Description Initiative roll from character sheet is showing the default roll window instead of using the RSR flow.

Steps to Reproduce

  1. Go to PC sheet.
  2. Click on Initiative
  3. See error

There are some additional complexities to this issue that make it more of a new feature than a bug really. Initiative in foundry is handled entirely differently than any other ability check, and more crucially force outputs chat messages that cannot be bypassed without overriding the entire Combat initiative system, which means it's nigh impossible to cleanly replace the default initiative chat messages with the RSR format
