Updated NEKO Roadmap #27

Context

Since starting in mid May, our understanding of how to build a large Multimodal model as significantly changed/improved. We need to update our roadmap for the remaining half of 2023 to reflect this.

The roadmap also serves as an important artifact for communicating what we are doing beyond our community, to the broader AI research world.

Outcome

An updated roadmap for Q3, Q4 2023, targeting specific deliverables and output. For feedback from the core team and broader community.
