HTML ingestions are not generating citations for text section #1035

Terence ingested an HTML file and did not see the citation button. When I looked at the text section in the db, I saw the citations were empty, despite the text and project having citations. After running update_citations on the text section, the citations appeared.

This is similar to an issue we had before for all text sections, so it would seem like the citation generation isn't being properly run for HTML files.

The actual issue may be slightly different. This needs a closer look.

I'm closing this for now as I was not able to replicate in my local env. I saw citations generate on ingestion (when present on text/project before) and after (when added to text/project after ingestion).
