Refactor setup.py #23

Add a pyproject.toml Refactor setup.py to use classes and pkg-config isn't required any more edit the release create _version.py for holding the current version

Thanks for reviewing. I will fix the lint error, merge this and release this. Do note, there is new macOS wheel 🎡, please check that and confirm it is working, before the release. You can test from https://github.com/ManimCommunity/ManimPango/suites/2004791867/artifacts/40080870
