Closes #1 (Setup bot)

Added poetry dependency manager, flake8 linting and black formatting.
Changed README.md to better reflect on what this repository is for and how devs can contribute to it
Initialised the Bot class

A bot token is required before i can actually merge the PR to test the bot.

Tested the bot with a random token and it works perfectly. Ready to merge PR.
