First enter bill address of country1 (USA)
Select ship address country 2 ( Germany)
I cannot select shipping rate. Cant select shipping rate - when ship address is diff.

USER SHOULD ALWAYS HAVE SHIPPING RATE AVAILABLE TO DEFAULT. because we dont want to lose a customer just because we dont have a shipping rate.
