Can't download namespaced crates #14

For example, adding a dependency to icu4x/locales fails with

    Updating `https://github.com/integer32llc/crates.io-namespace-fork-index.git` index
error: failed to download from `https://cratespaces.integer32.com/api/v1/crates/icu4x~locales/0.1.0/download`

Caused by:
  failed to get 200 response from `https://crates-i32-again.s3.amazonaws.com/crates/icu4x/icu4x~locales-0.1.0.crate`, got 403
