Installer pypi rev #24

First draft for the automated actions, based on the AlphaTims template. This needs to be merged to Master so that I can test it further.

Do you have a pypi test account? If so, could you add the credentials to the repositories secrets?

We need the following tokens: TEST_PYPI_API_TOKEN PYPI_API_TOKEN

If you don't have an account let me know, then I can set this up.

Thanks - this looks great! I do have an account on pypi and test pypi. Would you have time after our general alphapept meeting this afternoon to briefly explain how this works and to set it up on master?
