Add decay time efficiency #6

Update TimeDependentGenerator and genTimeDependent to pass an optional histogram that describes the efficiency vs decay time, then apply this efficiency in the generation.

Validate that it works by generating a single dataset and comparing the decaytime distribution to that in real data.

Looks like efficiency effects are working. Attached is a plot of decay time for small number (5000) of events simulated using the 'data_3SigmaCPV' integrators.
