Idea: Monitor influence of interest groups #60

The ideal is to monitor what groups of interests influence law-making process.

Identifying interest groups is not possible directly at the time of writing. What we can do is to try to infer interest holders from publicly available data. We identify these interest holders: lobbyists, customers of lobbyists, motion backers, parties providing documents for motions, legal or individual bodies that have a potentially to influence an MP.

Lobbyists declare what motions they are attempting to influence to VTEK [1]. Lobbyists also indicate their customer who/that has presumably ordered an influence sometimes. Other times lobbyists do not indicate any customer. Thus, VTEK declarations create two types of interest holders: lobbyists and customers of lobbyists.

Motions can be backed by individuals or legal bodies. This is recorded as 'Teikėjai' under each motion. [2] Perhaps even 'Susiję dokumentai' for each motion could reveal more interest holders.

Interest and income statements are available for MPs [3]. The interest statements allow to identify legal or individual bodies that have a potential to influence an MP. These legal or individual bodies can be considered for being interest holders.
