Configurable Fee #258

What steps will reproduce the problem?
1. Send bitcoin
2. Observe that the fee was 0.0001 and there is no way to change it

What is the expected output? What do you see instead?
I'd like to be able to override the fee.

Using 3.27 on cyanogenmod 10.1.3-RC2 on a t-mobile galaxy nexus.

I'd be glad to take a stab at it myself, but I grepped the codebase for "fee" 
and poked around and didn't see any obvious place to change the fee, to say 
nothing about making it configurable (I'm a dev, but haven't done android dev 
before).
