In order to create new processes we need a user library that uses the existing mythos interface to setup the environment for the new process. This includes:

[x] new cap map
[x] copy relevant cap entries
[x] create new Portal
[x] create new address space
[x] map relevant ranges to address space
[x] load elf image
[x] allocate scheduling context
[x] create execution context
