Imagery - GEE on Docker

as we want to try to deploy GEE on a docker we need to build it as a docker

• [x] create a working docker: #18
• [x] build helm charts: #16
• [x] add probe functionality
• [ ] support PostgreSQL connection string change from docker build
• [ ] etc
