Add autoware ekf trigger service client #199

The latest autoware will not start EKF until it sends a service telling it that the pose_estimetor has been initialized, so add that functionality to Eagleye. https://github.com/orgs/autowarefoundation/discussions/3095#discussioncomment-4464003
