the low level c function msLoadMapContext function has changed #1025

the low level c function msLoadMapContext function has changed to take a 2nd 
argument. This should be reflected at the mapscript level. PHP/Mapscript
has been modified to reflect this. Please see also Bug 1023 for details.

OK, optional 2nd argument to mapObj::loadMapContext defaults to MS_FALSE.
