[OGR] STYLEITEM AUTO doesn't pull label info unless layer type is ANNOTATION #168

There have been a few reports of similar issues with respect to OGR labels not 
showing up... so we'll have to investigate this:

- STYLEITEM "auto" doesn't extract the label information.  It is required to
create a second ANNOTATION layer for each STYLEITEM "auto" layer.  Helpful
to note that by naming both with the same NAME they will turn on and off
together.

The title of this bug incorrectly reports "unless layer type is ANNOTATION".  
However, STYLEITEM "AUTO" will never pull the actual style for labels.  Using 
an ANNOTATION layer is a work around - you still must define the label style in 
the extra ANNOTATION layer.

I should try to at least check that before 4.0 release.
