Could this be related to bug 926 (and fixed with the TRANSPARENCY ALPHA thing)?

Yes, with the ALPHA thingy MapServer is able to draw png point symbols
respecting transparency. 

Anyhow I'm not satisfied with the results, but that may be because of the image
itself and not because the code is faulty. I'll check with a good transparent
image and comment again.
