I think there are at least 2 risks:
1) An out-of-the-box emulator could attract a bunch of new users, but unless it
has almost all the features of ArcIMS there is the risk of disappointing the
new users and hurting the MapServer "brand".
The refractions emulator and my Python IMS facade have the luxury of
implementing a subset of the ArcIMS features without apology. I don't know
if MapServer has that luxury.
2) It seems to be a bit confrontational. ESRI may tolerate a few Perl
and Python emulators, but its ArcXML is not exactly open. Can they, would
they contest its use?

You may be right. We'll certainly have to chat about this should anyone ever
desire to do this. Right now it's just an idea.
