classification or theme object #812

Would be a nice enhancement to have a classification or theme object which can
consist of a group of classes. This classification or theme object can then be
used in a LAYER. In this case less cut-and-paste is necessary as well as easier
maintenance for classifications which are used for several layers.

This is not necessary anymore with the new INCLUDE capabilities.
