implement layerorder access for Perl mapscript #853

We'll do this just like we did for Python, in a perl/plextend.i file.  Only
if other language users catch on will we try to do it more generally with
typemaps.

Project manager is trying to schedule a 4.4 release with a feature freeze
at the end of October.  Any progress, Ethan?

fix was contributed in another issue.  Number 1005.  It will appear in the
second 4.4.0 beta.

fixed.  See intarray class and get/setLayersDrawingOrder in doc/mapscript.txt.
4.3 and 4.4.0 beta(2) branches only.
