OGC Howtos: put links to MapServer OGC Web Services Workshop #915

Can we have the OGC-based howto's point to the MapServer OGC Web Services
Workshop package.  Email of announcement / details below:

Perhaps we should also add a ref on the main doc page?  i.e.:

Any way we can slip this into the 4.4.0 release?  Suggest a link on the main doc
page, and perhaps pointers from each of the OGC-based howtos.

a pointer now exists in each OGC howto to the workshop page for 4.2 and 4.4
docs.  I have also requested a new link on the main doc pages for 4.2 and 4.4 to
the workshop.  Doc changes should be visible tomorrow.
(i also fixed all references to the "Open GIS Consortium")
