Transparency (alpha blending) for RASTER layers #933

At the moment we can choose a transparent color for a RASTER layer using OFFSITE.

What I would like is to overlay a RASTER layer over other layers and make this
RASTER layer 45% transparent.

We could introduce the keyword 
TRANSPARENCY dd
Where dd would be a transparency percentage from 0 to 100.

Applications: 
overlay a satellite weather map over a current map
overlay sea surface temperature over a bathymetric map

There is a transparency parameter and it should work for rasters already. Have
you tried it?

silly me...

yes TRANSPARENCY works... I may not have had a look to the new mapserver mapfile
for a while....
