Separate suburb and locality from hamlet #45

Additionally there is a bugfix for the hamlet symbol.

This is the alternative to https://github.com/mapserver/basemaps/pull/42 . Here locality has its own configuration, which is fine for me as I can simply disable it for my map definition.
