Change defualt basemap and enable viewer-controlled basemap toggle

[ ] Change the default basemap from world dark to Humanitarian OSM in Viewer, Composer, Editor, etc. (Bonus points if you can actually change it to the positron basemap here )
[ ] Within the gear icon (viewer options) menu, allow the viewer of a layer on the layer detail page to change the basemap that the layer is displayed on top of for that particular session. IE. the viewer the user is interacting with updates the basemap, but the default basemap and other viewer sessions are unaffected.

code is prob outdated, but in case helpful > we definitely had a basemap toggle on the layer viewer on retro site and maybe at some point on hipster. not 100% on hipster

example use case - this layer shows data zoomed into a single town. because the World_Dark basemap is used, at the zoom level that basemap is illegible.
