NPE and PKI Interation to be able to hit protected services #1681

For StoryScapes in NGA environments to be able to hit protected services (either basemaps or OGC services), it will need to implement NPE certs and/or PKI certs. This work has already been done for Exchange on GVS/GEOINT Services by Larry, Alexis & Travis as a Django app. We should coordinate with them to see if what they did can be reused.

We need to set up a meeting with Travis Brundage about this. He did this for Exchange and we should be able to replicate their work rather easily.
