Enable "playlists" on Organization

A playlist in MapStory is a set of MapStories that could be played in a continuous loop without viewer interaction.

For example, as a user I want to display several mapstories on a continuous loop for a museum display or exhibition, without having to manually click to a next story of a previous story has finished playing.

Enabling playlists will first require the completion of a "Museum Mode" for mapstory playback. Ticketed as issue #1520.
- Secondly, we will need to allow for a new story begin playing immediately following a previous story
- 3rd, we need to create the location on the Org page where Playlists would live.
- 4th we will need to create the workflow on Org pages where Admins can give a playlist a title, add stories to the playlist and then publish the playlist to the organization page.

A potential spec. Adds Playlists to Org/Initiative page (works the same for both) and adds the form to the Org/Init page admin portal
