Marker Dragging does not work properly at edge of MapView

What steps will reproduce the problem?
1.Make an iPhone app with a tabViewController or NavigationController
2.Load the mapView into the application, with its frame being the visible
white space
3.Create a marker, and drag it beyond the edge of the map, over the other
contoller

What is the expected output? What do you see instead?
Expected: The marker will still be dragged with my finger.

Current: The marker will drop where it is and you will still be dragging
the map

What version of the product are you using? On what operating system?
Latest SVN r216
