loader.py should support controlled vocabularies #103

At some point, we'd like loader.py to support controlled vocabularies. I actually have what used to be working code for this in branch issue9 (https://github.com/MapOfLife/MOL/tree/issue9), but since this is low priority, and will slow loader.py down a little, I decided not to merge it in until after the big uploads are done. It's still sitting there, waiting to be picked up, but I don't think there's any urgent need for that yet.

Previously listed and discussed in our old issues tracker at https://github.com/andrewxhill/MOL/issues/108 - my implementation uses a Google Fusion Table which lists all possible values for controlled vocabulary fields.
