Change layer source to pull from dashboard_metadata #194

Change layer source to pull from dashboard_metadata. see issue with banhine_herps.

The issue here is that we pull layer information from the provider table. However, this approach does not work if there are multiple layers from the same provider. The solution is to pull layer information from the dashboard_metadata table, which contains layer-level information.
