Make map/legend chloreopleth bin count dynamic #55

Maps with low feature (grid) value variability have too many bins in the histogram. The inventory/maps api should first determine how much variability there is in the result to set the appropriate number of bins.

MapofLIfe/api/issues/138 and MapofLife/datasets/issues/56 fixes this.
