Complete drafting viewer capabilities text

This completes an inital pass at the viewer capabilities introduction/existing implementation summary. All feedback welcome, some of the pan/zoom capabilities feel a bit terse as I didn't want to be too repetitive.

As we discussed, there are several things I can work on next, what do you think should take priority?

• Test TomTom
• Fill out example pages
• Link use cases to capabilities
• Set up the missing issues to discuss capability conclusions
• Something else?

Let me get started on this & add it to my example template and then I'll let you know when to take over.

This would be great. If you focus on the first batch of use cases (the content author use cases), you should avoid conflicts as I go through and clean up the rest. (And I'll be sure to ping you when I push the rest of those changes.)

This would be helpful. It's on my to-do list, but I was going to work through the rest of the use cases first.
