Change the conclusion about the Capability to Generate a default map #188

for a given area, from "enhancement" to impractical. For further discussion, if necessary, in #8.

At this stage in the report, maybe it's better to roll it back to "undecided"?

I don't want to shut down discussion when this is a very big use case.

The reality is that if a big Web platform property came in and wanted to implement maps, they would probably implement this capability. I would not want them to be able to say it was a good capability to have without having to discuss it and make the case for it being good for the Web. If it is left up to the community to implement maps in the platform, I think we need to address the issues raised in the discussion that leads (me) to that conclusion. Hence I note in the commit message that it is for discussion if necessary, preferably under #8 where it's already being negotiated :-)
