Update ReSpec profile #230

The respec-w3c-common ReSpec profile has been deprecated and will not receive any updates in future, including the support for W3C 2020 Process.

The respec-w3c profile contains security, performance, and new features plus support for the W3C's 2020 Process and future W3C Process/template updates. As such, it's highly recommended that you do upgrade.

Have you checked whether it works with the command line tools in our build script?

@AmeliaBR I didn't consider that. I have not, would you like to do so?

Yes, I'll download and test it. It probably won't be a breaking difference even if the npm version hasn't been updated yet, but it's best to have consistency!

@AmeliaBR unfortunately, our free travis ci credits ran out, so I deleted our account. We're using gh actions to do essentially what the build script does, over here.
