Possibly duplicate document sections #16

Is the purpose of the sections Alternative considerations and Considered Alternatives the same? Can we remove one?

Oh I think I understand, the first is alternatives to MapML, the latter is alternative designs of MapML.

Once the latter section ("TBD") is fleshed out this'll be more apparent.
