Move the relevant sections under The Proposal heading #32

Structurally, this:

  • The Problem
  • The Proposal
  • Goals
  • Non-Goals
  • A High-Level API
  • Key Scenarios
  • ...

becomes:

  • The Problem
  • The Proposal
    • Goals
    • Non-Goals
    • A High-Level API
    • Key Scenarios
  • ...

(Also corrects heading levels, removes a bit of unnecessary white-space/new-lines, and uses - uniformly for lists as opposed to *.)

Merge conflict has been resolved. @prushforth I'll Squash and merge once this change has been approved.

Since this only changes structure and not content itself I'll take the liberty to merge it in.
